The 16 clubs that miss the playoffs enter, fewest points first. Two draws decide picks 1 and 2, and a club can move up at most 10 places, so only the 11 worst can win No. 1; when one of the other five wins the first draw, the pick goes to the worst club. The rest of the top 16 follow in reverse order of points.
